CHIEFS NOTES
CHIEF MICHAEL BILBRUCK
I ASSUMED THE POSITION OF DEEPWATER CHIEF OF POLICE ON DECEMBER 01, 2007. I HAVE ENJOYED SERVING OUR COMMUNITY SINCE THAT DATE.
The Children's Division Child Abuse and Neglect Hotline Unit (CA/NHU) accepts confidential reports of suspected child abuse, neglect, or exploitation. Reports are received through a toll-free telephone line which is answered seven days a week, 24 hours a day. Members of certain occupational groups, such as teachers, social workers, and physicians, are mandated by law to make reports to the Hotline. Any person may report, and anonymous reports are accepted from individuals who are not mandated by occupation to report. Effective August 28, 2004, Missouri law requires Mandated Reporters to identify themselves when making a report.
The toll-free number is 1-800-392-3738.
Persons calling from outside Missouri should dial 573-751-3448.

I HAVE HEARD SEVERAL COMPLAINTS ABOUT THE PATROL CAR BEING
SEEN IN THE CLINTON AREA.I WOULD LIKE TO INFORM EVERYONE THAT
I HAVE TO RESPOND TO THE JAIL,COURTHOUSE,CENTRAL DISPATCH, AND
OUR CITY ATTORNEY'S OFFICE. ALL OF THE ABOVE NAMED PLACES ARE
LOCATED IN CLINTON AND RESPONDING TO THOSE PLACES ALSO IS A
CRITICAL PART OF MY JOB. I ALSO HAVE TO CONDUCT FOLLOW UP
INVESTIGATIONS OUTSIDE OUR CITY. NOT EVERY CASE I HAVE INVOLVES
VICTIMS OR SUSPECTS FROM DEEPWATER.
WHEN I STARTED THIS JOB I ASKED FOR ANY SUGGESTIONS ON THE BEST
WAY TO SERVE OUR COMMUNITY. THERE IS A LEARNING CURVE FOR ME ALSO
AND I HAVE ASKED FOR COMMUNITIES INPUT.
I AM POSTING THIS AS
A REMINDER OF THAT SO FEEL FREE TO GIVE ME YOUR INPUT.
I ALSO HEAR SEVERAL COMPLAINTS ABOUT CRIMES, DRIVING AND
PEOPLE IN OUR COMMUNITY. IF I AM NOT AWARE OF THIS SITUATION
WHILE THEY ARE IN PROGRESS I CAN'T DO ANYTHING ABOUT THEM I
JUST WANT TO STATE THAT I CAN BE MORE EFFECTIVE IN DOING MY JOB
IF I GET SIGNED COMPLAINTS. I WILL ALSO HAVE A BETTER CHANCE OF
SOLVING CRIMES IN PROGRESS IF I AM MADE AWARE OF THE CRIMES
WHILE THEY ARE IN PROGRESS.
I WOULD ALSO LIKE TO THANK THE HENRY COUNTY SHERIFF'S OFFICE
AND THE MISSOURI STATE HIGHWAY PATROL FOR ALL OF THEIR
ASSISTANTS OVER THE PAST YEAR. BOTH OF THESE DEPARTMENTS HAVE
ASSISTED ME WITH PATROLLING AS WELL AS WITH CRIMES IN PROGRESS.
PLEASE FEEL FREE TO STOP BY MY OFFICE ANYTIME YOU SEE
MY PATROL CAR THERE.
IF I AM NOT AT THE OFFICE AND YOU NEED
ASSISTANCE PLEASE CONTACT CENTRAL DISPATCH.

EMERGENCY 911
Law enforcement agencies seized more methamphetamine laboratories (1,437) in Missouri in 2008 than in any other state, a 13.3 percent increase over the number of laboratories seized in Missouri in 2007.
Most of the methamphetamine laboratories seized in Missouri in 2007 were discovered in southern counties and in the St. Louis metropolitan area; however, 2008 laboratory seizure data reflect a spread throughout the state. In response to continued methamphetamine production and smurfing, the Missouri General Assembly introduced a bill in 2008 to modify existing recordkeeping for pseudoephedrine products; the law, which went into effect on January 1, 2009, requires replacing existing written logbooks with a centralized electronic database. In addition, several large retailers have begun to cooperate with law enforcement officials in the Eastern District of Missouri to combat smurfing. Law enforcement officials in southeastern Kansas and Nebraska (Lincoln and Omaha as well as Cass, Douglas, Lancaster, and Madison Counties) also report notable increases in local methamphetamine production during 2008.
